The lowest initial quote is rarely the lowest final bill. We reveal 11 costs that often surface only after renovation work begins on an Istrian house, along with a practical way to compare quotes without unpleasant surprises.

The question "How much does it cost to renovate a house in Istria?" sounds simple, but an honest answer cannot be reduced to a single price per square metre. The same floor area can involve entirely different work: a well-maintained newer house near Umag, a stone house on a hillside outside Buje, or a property in Rovinj's narrow historic centre that a lorry cannot reach. Floor area is only one input; the condition of the structure, damp, access and the property's administrative status often determine the final bill.

The problem is not necessarily that the quote is wrong. More often, it is incomplete: the contractor prices what could be seen and what you requested, while a range of preparatory, logistical and finishing items remains outside the scope. When those items arise during the work, the client experiences them as a price increase, even though some were never included in the first place.

Below are eleven cost categories to address before signing a contract. Why a Price per Square Metre Is Not a Budget

An indicative price per square metre can help with an initial feasibility assessment, but it is not precise enough to support a purchase, financing or start-of-work decision. It does not distinguish an installation-heavy bathroom from an empty bedroom, a new reinforced-concrete floor slab from a sound existing one, or a house with courtyard access from a property where every material must be carried in by hand.

It is also important to compare figures on the same tax basis. A quote should clearly state whether VAT is included. When a contractor is VAT-registered, the net amount in one quote is not comparable with the gross amount in another; the tax treatment of the specific project should be checked with an accountant under the rules currently in force.

Working formula: true budget = contracted work + expressly excluded items + client-supplied purchases + documentation and supervision + risks identified during inspection + tax. Only then are the quotes describing the same project.

Before the First Hammer Falls: Costs 1–3

The least expensive time to identify a problem is on paper or during a targeted inspection. Before demolition begins, the existing condition should be compared with the available documentation, the scope defined with the designer, and the need for other licensed professionals assessed. Not every alteration is a reconstruction, but work affecting the load-bearing structure, an extension or another substantial change must not be priced as routine cosmetic refurbishment.

Even work that may be carried out without a building permit remains subject to spatial plans, other regulations and professional standards. If the house lies within a protected historic area or is individually listed, conservation requirements should be checked early. This is particularly important in the historic centres of Rovinj and Poreč, where external joinery, roofing, façades or visible equipment may not be merely a matter of taste.

In Istria, distance is not the only measure of logistics. A house near Buje may have a steep or narrow approach; a property in Rovinj or Poreč may sit in a pedestrianised or densely built-up area; and a coastal villa may have little room for a skip or material storage. Smaller vehicles, additional transshipment, manual handling and multiple separate deliveries increase labour and transport hours even when the quantity of material stays the same.

A quote often starts with the building work itself rather than site establishment. Clarify the unloading point, storage, temporary power and water, sanitary facilities, site security, daily cleaning and who obtains any local approval required to occupy public space. Rules and practical options vary by municipality and micro-location, so they must be checked for the specific address.

  • 4. Logistics and access — delivery, transshipment, manual handling, parking, craneage or smaller machinery should be priced for the actual site access.
  • 5. Site establishment, scaffolding and protection — including assembly, hire, relocation, protection of existing elements and reinstatement of used areas to the agreed condition.

Demolition Is More Than Demolition: Costs 6–7

An item described as "dismantling and demolition" must state what is being demolished, how the material will be brought down and what happens to it once it leaves the house. A cubic metre of lightweight partition material is not the same as heavy stone or reinforced-concrete waste, and the volume after demolition cannot be inferred intuitively from the room's floor area. In a historic centre, the journey from an upper floor to the vehicle can cost more than breaking the material out.

Construction waste must not be mixed with ordinary municipal or bulky waste. It must be sorted and handed over appropriately to authorised operators, while special waste categories require special procedures. If materials are suspected of containing asbestos, do not improvise: obtain professional identification before work begins and plan for handling in accordance with the regulations.

A comparable quote should state, at minimum, how demolition is measured, loading, the number or capacity of containers where known, transport, acceptance or treatment, and proof of handover where applicable. The phrase "removal as required" without a unit price leaves the final bill open-ended.

  • 6. Dismantling, lowering and carrying out — extra labour is required on upper floors, in narrow stairwells and at sites with no machinery access.

Behind the Plaster and Beneath the Floor: Costs 8–9

A damp wall is not a diagnosis. The cause may be rainwater ingress, rising damp, a leaking pipe, condensation, unsuitable build-ups or a combination of several factors. On the coast, salt places additional stress on materials and metal components, while in stone houses an impermeable layer can sometimes merely displace moisture elsewhere. A quote that says only "damp remediation" without identifying the cause, system and limits of scope is therefore insufficiently defined.

The same applies to the structure. Uneven floors, cracks, timber beams concealed behind finishes, and a partition wall that turns out to contribute to structural bracing only once opened up cannot be assessed safely from a photograph. Temporary propping, repairing bearings, replacing damaged components and developing a structural design for the alteration are a separate scope of work.

  • 8. Addressing the causes of damp and salts — diagnostics, drying and associated work are often not covered by a simple item for new plaster and paint.
  • 9. Structural repairs and concealed parts of the structure — the scope is confirmed through inspection and, where necessary, investigative openings and instructions from a licensed designer.

New Equipment on Old Infrastructure: Cost 10

A new kitchen, an additional bathroom, a heat pump, pool equipment or an electric-vehicle charger entails more than buying the appliance. The existing wiring, distribution board, available connection capacity, water pressure, drainage and options for routing new services must first be checked. For a house outside the municipal network, the scope may also include a tank, drainage system or other solutions beyond the internal services.

A common gap between quotes occurs at the interface between two contractors: the electrician brings in the cable, the equipment supplier expects a prepared circuit breaker and communications cable, and nobody has priced the final drilling or making good of the wall. The same happens between plumbers, tilers and sanitaryware installers. The plan of connection points and responsibilities must be agreed before walls are closed up.

The bill of quantities should cover testing, labelling of circuits and pipework, adjustment and commissioning of systems, along with the agreed documentation. If altering a connection or meter requires a process with the utility provider, the conditions, timescale and fees should be checked directly for the specific address; a contractor's estimate is no substitute for official information.

The Calendar Has a Cost Too: Cost 11

The programme is more than a completion date. It depends on drying sequences, the availability of selected materials, the schedules of different trades, inspections and client decisions. Skipping required curing or drying times to accelerate the work can create repairs later, while a delayed choice of tiles, taps or joinery can halt several teams at once.

Istria's seasonality adds a practical dimension: traffic, worker accommodation and access to certain locations are under greater pressure in summer, while towns and municipalities may impose specific local restrictions or regimes. Do not assume that a single "ban on construction work in Istria" applies everywhere; for an address in Rovinj, Poreč, Umag or Buje, check the current decisions, building rules where applicable and conditions governing the use of public space.

If you intend to rent out the house or are living in it, the client's own costs also belong in the budget: temporary accommodation, furniture storage, additional site visits or a period in which the property cannot be used. These may not appear on the contractor's invoice, but they are a real part of the project decision.

How to Compare Like with Like

First, send every bidder the same package: drawings, the specification standard, a list of equipment to be supplied by the client, photographs and all known findings. If one contractor receives only a floor plan while another receives construction details and a structural report, their total prices do not represent the same level of certainty.

Transfer the quotes into a single item-by-item comparison table. A blank field is not zero; mark it "not stated" and request an answer. Separate lump-sum items, unit prices, estimated quantities and possible alternatives. Where the existing condition is unknown, agree how additional work will be evidenced, who must approve it and at what price it will be charged before it is carried out.

The contract should follow the bill of quantities and define the scope, programme, staged payments, change procedure, handover and warranty obligations. An oral agreement such as "we'll sort that out as we go" may signal goodwill, but it is not a budget-management tool.

Rovinj, Poreč, Umag or Buje: The Same Floor Area, a Different Bill

In Rovinj's historic centre, the protected setting, narrow access routes and the organisation of every delivery and removal may be decisive. Access to a newer house on the outskirts of Poreč may be easier, but extending services for several bathrooms or holiday-rental use can become the main cost driver. Proximity to the sea around Umag directs the inspection towards salt exposure, junctions in the external envelope and corrosion, without implying that every house has the same problem.

In the Buje area and inland Istria, stone houses, successive phases of earlier alterations, sloping sites and plots with their own infrastructure solutions are common. But location is not a diagnosis: two neighbouring houses can have entirely different structures and maintenance histories. Local experience becomes valuable only when combined with an inspection of the specific property.

The red flag is not necessarily a high price, but a high degree of uncertainty: numerous lump sums, unclear quantities, unnamed exclusions and a total with no explanation of the underlying assumptions.
