Frequently asked questions about building in Istria
Building or renovating in Istria starts with a defined project, location and scope. These answers explain quotations, scheduling, payments and monitoring; the specific terms must be agreed for each project.
Which services, locations and projects should you explore?
What else should you clarify before starting?
How much does it cost to build a house in Istria?
The cost depends on the design, gross floor area, structure, ground conditions and agreed completion standard. Two houses with the same floor area can require different work. Comparable quotations should identify included labour, materials, transport and exclusions. A firm project price requires a review of the drawings and the actual site.
What is the difference between structural construction and a turnkey home?
Structural construction covers the building work expressly included in that stage, while turnkey construction covers a wider scope up to an agreed handover condition. The package name is not enough. The quotation should list roofing, services, windows, façade and finishes separately, along with anything that remains outside the price.
Does the price per square metre use gross or net floor area?
Every unit price should state which floor area it uses. Gross and net areas are not interchangeable. Before comparing quotations, check that the measurement basis and included work are the same. Terraces, covered areas, pools and landscaping should be explained separately rather than assumed to fall within the house rate.
Do the quoted guide prices include Croatian VAT?
The new pricing guides use indicative amounts excluding VAT. A written quotation should distinguish the net amount, applicable VAT and total payable. The tax treatment needs to be checked for the particular contract when preparing the offer, especially where the customer is a business. A guide price does not settle that question.
Why is a bill of quantities useful when requesting a quotation?
A bill of quantities connects work descriptions, measurement units, quantities and prices, making it easier to compare the same scope across quotations. Missing or unclear items should be resolved before appointment. Existing quantity schedules still need to be considered alongside the drawings, site inspection and a check of the actual conditions.
Who buys and pays for the construction materials?
Responsibilities are agreed for the individual project and recorded in the quotation or contract. Selection, ordering, payment, transport and delivery should be clearly distinguished. If the client supplies materials, specifications, quantities and delivery dates need to be coordinated with the construction sequence before work starts. No single arrangement is assumed for every contract.
Can I appoint Tecton for just one construction stage?
Tecton Grupa carries out structural construction and the other building services listed on the site, so an enquiry can concern a particular stage. The agreement should define the starting condition, included tasks, handover point and interfaces with other contractors. The proposed scope and timing must be confirmed for the individual project.
Will I need to pay a deposit before work begins?
Any advance payment and its purpose are set out in the quotation and contract; this page does not prescribe a fixed percentage for every job. Before paying, agree the scope, amount, timing and treatment of the advance in writing, including how it will be accounted for in later valuations of completed work.
How are payments linked to construction stages?
The payment schedule should relate to clearly described stages and documented work. Amounts, due dates, quantity checks and the process for accepting a stage should be agreed before construction begins. The same payment sequence will not automatically suit a new villa, a renovation and a single specialist service. The project agreement should explain the arrangement.
How should additional work be approved?
A proposed variation should be described and approved in writing before it is carried out, including its quantity, price and possible effect on the programme. The client should have enough information to assess the change. The contract should also explain how unexpected site conditions and genuinely urgent work will be handled.
How long does a house build or major renovation take?
The duration depends on the scope, design information, access, construction methods, materials and necessary technical waiting periods. A standard completion time would be misleading without those details. The programme should include the order of stages and client decisions. Changes to the agreed scope also need to be assessed for their effect on completion.
Can construction work take place in Istria during summer?
Check the current decision of the relevant town or municipality for the site, dates and type of work involved. Rules are not necessarily identical across Istria. Neither a complete summer ban nor unrestricted permission should be assumed. The construction programme needs to reflect the local conditions that have actually been verified.
What permissions will I need for my proposed work?
The required documents depend on the specific intervention, existing building and location. A suitably authorised designer should check the requirements before the work is contracted. Ownership and other legal questions should be discussed with a lawyer or notary. This overview is not legal advice and does not confirm whether a particular permission is required.
Can I commission work if I live outside Croatia?
Tecton Grupa accepts enquiries for work in Istria, including from clients who live abroad. Before making an agreement, clarify the documents, the people authorised to make decisions and the communication arrangements. Property acquisition, representation and the legal position of a foreign client need separate review with the appropriate professional rather than being assumed settled by a quotation.
What warranty or defects cover applies to the work?
Responsibility for defects and any contractual warranty should be clearly described in the documents for the particular job. This page does not promise one warranty period for all services. Before signing, clarify the covered work, reporting procedure and distinction between installation responsibilities and warranties for the products used. Seek professional advice on legal questions.
How do I report a defect after handover?
Prepare a description, photographs, the affected location and the date the issue was noticed, then contact the person agreed for the project. Inspection and next steps should refer to the quotation, contract and handover record. A short message alone may not establish the cause or determine the remedial work that is needed.
How can I follow the build if I am not regularly in Istria?
Before work starts, agree how photographs, progress information, open questions and decisions will be exchanged. The scope of remote reporting should be recorded for the individual project. Updates from a distance do not replace professional site supervision or inspections required by the design documents and the actual work being carried out.
How often will I receive site photographs and progress updates?
The frequency, content and communication channel are agreed according to the project and the client's needs. Daily reporting is not promised for every service. It helps to define which stages need photographs, who will answer questions and how quickly the client should confirm a material selection or a proposed change.
How do site access and rocky ground affect the quotation?
Access width, delivery options, machinery space and the actual ground conditions influence the organisation and amount of work. Not every site in Istria should be assumed to be rocky. Conditions need to be checked for the particular plot, and the excavation quotation should explain whether removal and handling of excavated material are included.
Does building near the sea require different material choices?
Wind, moisture and exposure to the marine environment should be assessed for the actual site rather than inferred from the town's coastal location. The designer and technical instructions for the selected systems inform the structural, façade, roofing and metalwork details. Materials and protective measures should be coordinated before orders are placed.
What should bathroom waterproofing cover?
The scope needs to reflect the substrate, wet areas, drains and selected waterproofing system. Floor and wall junctions, corners, penetrations and connections to drainage require coordinated details. Tiles alone do not replace the planned waterproofing. The quotation should state the included preparation, sealing work and finishes rather than relying on a general bathroom description.
Can products from different external insulation systems be mixed?
An insulated façade should be considered as a complete system in accordance with the design and the technical instructions for the chosen solution. Adhesives, insulation, mesh, fixings and render should not be assumed interchangeable. The substrate, layers and details around the plinth, openings and junctions need to be defined before the quotation.
Why should roofing, flashings and drainage be planned together?
Roof coverings, waterproofing layers, flashings, penetrations and rainwater drainage are connected parts of the roof. A quotation for replacing tiles may not include renewal of every other component. Inspect the existing condition and agree the required structure, insulation, metalwork, drainage and protection of the building while work is in progress.
Is the price of pool equipment the price of a complete pool?
No. Materials for the pool equipment are only one part of the overall work and do not represent a finished pool price. Excavation, structure, waterproofing, services, finishes and surrounding areas need separate definition. Meaningful comparisons require matching dimensions, specified equipment and the same included construction work for the project.
What should I send for a free initial enquiry?
Send the location, type of work, approximate area, a brief description and preferred timing, with drawings or photographs if available. An initial enquiry is not a promise of a free complete bill of quantities. Any site visit, further assessment, detailed preparation and associated fee should be agreed separately before that work is commissioned.
What personal information should I include in my enquiry?
Provide the details needed to contact you and understand the proposed work. An initial enquiry should not contain identity documents, bank details or unnecessary personal information about other people. Read the privacy notice before sending documents and remove sensitive information from drawings or photographs where it is not needed for the project.
Can I attach drawings, a bill of quantities or photographs?
The form supports document and photograph attachments in the permitted formats, subject to the limits shown when selecting files. Only send material you are entitled to share. Choose the relevant pages for an initial review and avoid executable files, macros or attachments containing unnecessary personal information about other people involved in the project.
How can you request a free initial assessment?
Send the location, scope and approximate area. A detailed bill of quantities and final quotation depend on documents and a site review; the scope of that work is agreed separately.
