Cost to build a house in Istria in 2026

Tecton’s starting price for roh-bau house construction is €450 per m² of gross floor area, excluding VAT. This is a starting figure for a defined structural scope, not the total cost of a finished home or a turnkey offer. Indicative prices excluding VAT; the final price is confirmed after a site inspection and preparation of an itemised bill of quantities.

What does the starting house-building price cover?

Before using any figure per square metre, ask for the written scope behind it. Foundations, the structural frame, masonry and the roof need an explicit description, together with the point at which the contractor’s responsibility ends. The term roh-bau does not establish a universal list of materials or finishes. For your project, the drawings and bill of quantities should identify the construction system, roof build-up and any work supplied or paid for separately. A headline rate cannot replace that description.

The exact price and scope are determined from the project, site conditions and bill of quantities. Request a quotation for your particular works. Do not estimate the finished-house budget simply by adding an arbitrary percentage to the structural figure. Windows, services, finishes, external works and equipment have their own specifications and quantities.

Why do gross and net floor area change the comparison?

Gross floor area includes a different measurement boundary from usable internal floor area. When two offers use different area definitions, their headline rates cannot be compared directly. Ask for the area schedule used in each offer and confirm how walls, covered outdoor areas, terraces and other elements have been treated. The architect’s measured schedule should be the common reference. Do not convert one offer into another using an assumed ratio: the relationship depends on the design rather than a standard marketing rule.

Which design choices change the construction budget?

The structural drawings determine concrete volumes, reinforcement quantities and formwork areas. A simple outline and a complex building with projections, changes of level and many structural interfaces do not involve the same work, even if their floor areas match. Roof shape, openings and structural spans also affect the sequence of work. Obtain the design information before requesting a binding construction price. Where a detail is unresolved, it should appear as an open decision or separate provisional scope, not disappear inside an attractive average.

How do site access and the plot affect the offer?

A plot should be reviewed for delivery access, unloading, storage and the movement of excavation machinery. The location of neighbouring buildings and the space available for concrete delivery can affect how the works are organised. Existing utilities, levels and the disposal route for excavated material also need to be understood. These observations do not replace a designer’s assessment of the ground or structure. They explain why the same house design on another plot may need a different construction method, logistics plan and written quotation.

What belongs outside the house construction allowance?

Keep the land, design documentation, professional supervision, administrative costs, connections, furniture and external works visible as separate budget headings unless the offer expressly includes them. A pool, boundary walls, driveway or garden is not automatically part of a house rate. The same principle applies to kitchens, lighting fittings and specialist equipment. Ask whether each allowance covers supply, installation or both. A clear exclusion is more useful than a vague promise of completeness, because it shows what still needs to be priced and coordinated.

How should a turnkey quote be compared?

Use one version of the drawings and one finishes schedule for every comparison. Check the specification of windows, insulation, heating and cooling, sanitary fittings, floor finishes and interior doors. Look beyond product names to the performance and installation requirements. Compare net amounts on the same VAT basis and read the exclusions alongside the total. If an alternative is offered, ask for its effect on the scope and interfaces. An apparently lower total may simply omit work that another contractor has included expressly.

How can stages, changes and remote decisions be managed?

Agree payment milestones against a defined construction scope and documented progress. Any advance payment, the way completed work is measured and the approval of variations should be written into the agreement rather than assumed from an online guide. An overseas owner can request a proposed reporting format, photographs and decision points, with responsibilities confirmed before work begins. Reports from the contractor do not replace independent professional supervision. Changes should identify their technical effect, price basis and possible programme impact before the investor makes a decision.

What should you send for a useful first assessment?

Send the location, approximate gross floor area, intended scope and any available drawings. Add photographs showing the site and access, together with an existing bill of quantities if you have one. Identify whether you are seeking structural works, a finished house or a defined package between those stages. A brief list of unresolved decisions is helpful. Tecton Grupa d.o.o. works across Istria, including Poreč, Umag and Rovinj; the next useful step is a project-specific scope review rather than choosing a contractor by a standalone square-metre figure.

Which services, locations and projects should you explore?

What else should you clarify before starting?

Is the roh-bau price the total cost of the house?

No. It is a starting structural-construction figure for an agreed scope. A finished-house budget also needs the specified services, finishes and any separately contracted work. Compare the full written scope and exclusions before treating any rate as a project total.

Can I get a turnkey price without choosing finishes?

An early discussion can identify missing decisions, but a comparable turnkey quotation needs a finishes and equipment specification. Where something is undecided, ask how the allowance is described and how a later selection will affect the agreed price.

Do you build only in Poreč?

Tecton’s stated service area covers all of Istria, including Poreč, Tar-Vabriga, Novigrad, Umag, Buje, Brtonigla, Vrsar, Funtana, Rovinj, Kaštelir-Labinci, Višnjan, Pazin, Labin and Pula. Availability and project scope must be agreed for the particular enquiry.

Can I supply the materials?

Material procurement and payment responsibilities should be settled in the offer. The agreement should identify who orders, checks, stores and accepts each supply, and what happens if the delivered specification or timing does not match the programme.

How long will building take?

A reliable programme depends on the design, scope, site conditions and the agreed sequence of decisions and deliveries. This guide does not give an unverified fixed duration. Ask for the project-specific programme and the assumptions that support it.

What is needed before a binding offer?

Provide the current drawings, measured quantities where available, site location and required completion scope. A site inspection and clarification of exclusions help turn an initial enquiry into a defined offer. Send your project through the enquiry form to start that review.

How can you request a free initial assessment?

Send the location, scope and approximate area. A detailed bill of quantities and final quotation depend on documents and a site review; the scope of that work is agreed separately.
